I refer to the above PCN which demands payment of a 'penalty charge of ££&CFINE'. Whether a mathematically literate recipient could calculate the sum which the council intended to insert from other data and numerical relationships on the face of the PCN is not relevant, the council's failure to state 'the amount of the penalty charge (a 'regulatory' matter)is a 'procedural impropriety' and therefore the PCN must be cancelled.

Please how do I approach. Is it safer paying?
What do you mean by "safer" ? Certainly it is safer for the council, who get your money without any effort at all on their part. We call this "joining the Mugged Club".
Why not submit some representations that the PCN you have received does not state the amount of the penalty charge, so is therefore not compliant with the regulations. This is a procedural impropriety, therefore the PCN must be cancelled.

Thanks. I also noticed the "£&CFINE" wording on the PCN. I wasn't sure whether that was just a formatting error or something more significant. If the PCN is defective because it doesn't correctly state the penalty charge, I'm happy to pursue representations rather than simply paying the discounted amount. I'll wait for further advice before deciding.

GSV would suggest that you are parked on the zig-zags, but the penalty charge error may mean that the PCN is invalid.

The notice states:
Walsall Council PCN.
Contravention 48J – Stopped in a restricted area outside a school when prohibited (CCTV).
Date: 1 July 2026 at 08:55.
Wilkes Avenue.
Discounted penalty £35 if paid within 21 days.
Any advice would be appreciated.

I need help, please. I parked outside kid's school during morning school dropoff.
I remember tires were behind the line but don't know if the penalty justified. Should I pay or is this one that can be challenged?
