In Jan 2026, I received letter before action for a PCN from a parking company. The registration plate was one I do not recognise, have never owned/driven etc. The incident was from 2020, and on the opposite end of the country to me - in a location I've never heard of/been to. (I'm in Midlands, England, the charge was down South London area). The letter was sent to my former address too - I had not lived there for almost a year. It is my parents address though so I was able to retrieve the letter.
The options on this letter were pay or appeal. I went to appeal, the website told me the appeal window had passed. I tried to contact the company. Barely any verifiable details are published, but I contacted every number and email address I found either buried on the site or via Google, chased - no answer, number wasn't valid, or rang out to a full mailbox. Even court provided contact details for claimant have gone unanswered.
In March, HMCTS send me a letter saying a claim has been made against me and I have to acknowledge and accept/file defence. I file a defence stating not my vehicle, not registered keeper, believe claimant has made error etc." list reasons it isn't me thinking they should get the message.
I've now received a directions questionnaire (DQ) from HMCTS and a copy of claimant's DQ from claimant.
I've been in touch with DLVA this week to query whether they think I've ever been associated with the vehicle and they've started an investigation that'll potentially take up to 6 weeks.
Just looking for advice on how best to respond to DQ and any what I might expect next. Intending to put NO to whether I think it is suitable for determination without hearing.
