The website now states that the PCN is at Charge Certificate stage & demanding payment of £240 by Friday 11th September.

2nd September is last day to file the appeal. I bet you they will serve a charge certificate before then. If so, you win.

This is becoming quite difficult as Lambeth’s website is hopelessly inadequate.
I filled in the form online but once I clicked submit, it was processing for a very long time then timed out! Since then there is no option on the website to pay or view or appeal.
I am thinking of filling in the paper form to post, as there’s really no option to contact the parking team, everything is via pre-defined contact forms & this issue doesn’t fit any of their normal categories. Phone calls play recorded messages & direct to the contact forms!!
Please could you advise which of the statutory grounds boxes I should be ticking on the paper form, thank you.

Today I have finally been able to see more details on Lambeth’s website, now saying please pay £80 by 30 July, contradicts the PCN which says the discount is available for 14 days from the date of the notice ie 23 July
Discount expires 22nd July. Price increase would be 23rd July.
OK let's get on with this.
Dear Lambeth
I make these formal representations against PCN: LJ38496324 VRM: BD23XJA.
1. When entering the website I cannot read any details whatsoever on the one sign shown in the still images. The other sign is covered by foliage. Moreover, there is no video provided at all.
2. A recipient of a PCN is entitled to know the exact times when the discount expires and the charge increases to the full amount. There is a clear disconnect between the PCN and website which, applying the legal principle of contra proferentem, must be resolved in my favour.
In light of the above, please cancel the said PCN

“Your PCN is at discount stage” then a link to the information page for the traffic adjudicators’ site to explain the process, nothing about dates other than the date first seen, which they equate to the date issued (which is not the date of the PCN)

So this is wrong. Please save it for later. 9th July was the issue date. This is confusing.
I would make a representation on this point at least and I won 8 cases for a lady v Lewisham last year on it.

This is possibly for the future: Lambeth have now fixed their website re price increase when an appeal hasn't even been heard. BUT, they are dishing out charge certificates after the formal Notice of Rejection well too early.
So, this is well worth challenging when we have the details as advised above.

I’d be grateful for any advice in appealing this PCN:
No advance warning sign, although shown on GSV;
Too late to turn off once restriction sign comes into view, also obscured by overhanging trees;
