You need to submit representations that when you parked your bike, a day before the suspension commenced, no signs or cones were in place, therefore you consider the council gave no notice whatsoever of the forthcoming suspension. You consider the lack of notice disgraceful in the circumstances, because the reason for the suspension was not an emergency, therefore the PCN was served unlawfully, and must be cancelled.

Do you have any advice on how I should proceed? I was thinking I should respond to the council and state the signage was not present when I parked and ask if they have any documentation on their end stating when signage did go up?

So essentially the council gave no notice of the suspension whatsoever. No suspension notice there on Sunday when you parked, for a suspension beginning the following day ! You only left the bike for one day which is entirely reasonable.
#I think you have a very strong case for cancellation of the PCN on the basis that you parked legally on Sunday evening when there was no notice of the suspension, and the suspension commenced the following day, so no notice whatsoever was given of the suspension to warn people. Their own letter says there will be at least one days notice, which is really quite disgraceful, at least three days should be given.In your case notice should have been given on the previous Friday.
I would have no hesitation in taking this arrogant council to the adjudicators.

Apologies for leaving out that important detail.
I parked on Sunday the 12th in the evening, which might hurt my case because the suspension began on Monday and I received the PCN today on Tuesday. However, it's important to note that I park in this location because I both work and live nearby, and so I went to check on my bike on Monday the 13th and there were no such notices or cones present.
This is of course not reliable in terms of any appeal on my end, but a friend of mine who parked their motorcycle this morning in the same spot also received the same PCN and stated there were no cones present when they parked this morning (somewhere around 9AM).
I was thinking at a minimum it might be worthwhile asking the council if they can confirm when the notice was erected and the cones put in place?

Good evening,
I parked my motorcycle in a designated 'Solo Motorcycles Only' bay on York Street in Glasgow City Centre. Glasgow, amongst other cities in the United Kingdom, offers free of charge motorcycle parking in these designated bays.
I checked my motorcycle today after work and found that I had been issued with a Penalty Charge Notice (PCN). Today, on the street, there was a suspension notice and there were cones in the bay. Neither of these were present when I initially parked.
The suspension sign states that it is in place from 08:00 on the 13th of July until 17:00 on the 17th of July. I was issued this notice today, at 14:17 on the 14th of July.
I wish to appeal this with the council on the grounds that neither the suspension notice nor the cones were present when I first parked my motorcycle in this bay. Had I been aware of such a suspension, I would have moved my motorcycle - which I did as soon as I became aware of the suspension (unfortunately after receiving the PCN).
