What an interesting scenario.
The rental company gave and the council used the mandated address i.e. the one on the Hiring Agreement.
You have no standing in this matter because a PCN has not been served on you, so the council may well just ignore you. I don't know where this might end.
The person who lives at the 'wrong' address might be sent a Notice of Enforcement detailing the next steps i.e. personal visit by bailiff and seizure of goods. But they shouldn't be visited by bailiffs because a soft trace should be undertaken beforehand which would reveal that you do not live there. Do you want the unfortunate person to suffer this aggravation? If not, then if you want to regularise matters, I suggest you get back to the rental company, explain the problem and ask them to write to the council with your correct address..and then see what happens.

My divers licence has correct address, the car rental agreement has wrong address. I noticed the incorrect address during the car collection as it failed my credit check. Then the staff member updated it on their system and I was able to get the car.

IMO, YOU do NOT have any liability to the council in respect of the PCN.
And the address on your driving licence and rental agreement is?

Still says CC sent
PCN was sent to rental company and then i received PCN on my email by rental company which says the rental company is going to forward my address to Brent PCN and i will receive the new PCN
Lets say rental company on agreement has door number as 12 and my correct door is 15, then council sends a PCN to door number 12 and the residents living at that door number Returned the PCN to sender.
Mean while i have used the PCN on my email and send few emails to Brent PCN challenging this PCN and i gave them my correct address on email, this was completely ignored because the address is different to what was given by rental company.
when i noticed online the amount has now updated to 240 i called brent council and the council rep over the phone told me they do not have my correct address and they have been given the wrong address by renal company.

If CC sent 25 June then by my reckoning, the last day of the 14-day period before they can escalate matters is today.
Would you pl confirm or provide the following:
How did the rental company contact you, this is most often by sending you a letter?
How do you know that a new PCN and the CC were sent to the wrong address e.g. you were told by the council during a phone call etc?
Let's say this wrong address is A, then is this different from that on your photo ID driving licence and rental agreement, for example:
You live at 27 Another St which is the address on your licence and agreement, but the PCN was sent to ** Another St?

The timeline of PCN events doesn't seem to match your narrative. The original PCN was issued on 23rd March, reps accepted 5th May, new PCN sent 6th May, then representations submitted and under review 20th May, and finally a CC issued on 25th June.
So it seems somebody submitted reps on 20th May, but there is no Acceptance/Rejection event after this, only the CC being sent out. Can it tbe that the wrong address number as an actual address and that person submitted reps saying it wasn't him ?
You might try phoning the council to find out what is going on, and also get ready to submit a Statutory Declaration when they register the debt at TEC. You will receive an Order for Recovery, and you can truthfully state that you did not receive the PCN.

Hi everyone,
I am looking for some urgent procedural and signage advice regarding a Moving Traffic Contravention PCN issued by Brent Council. The fine is for allegedly entering a School Street zone on Kempe Road J/W Chamberlayne Road.
The Current Problem (Rental Car & Address Error):The vehicle was a rental car. I initially received an email from the rental company notifying me about the PCN. They informed me that they were transferring liability to me and providing my details to the Brent PCN team so a new ticket would be sent directly to my home address. However, the rental company made a mistake and provided Brent Council with the wrong door number. Because of this, I never received the reissued PCN or the subsequent paperwork, and I had no idea anything was wrong until I called Brent Council directly to find out why the case had escalated. The fine is currently sitting at the Charge Certificate stage (£240) and the status shows "CC Sent". I cannot pay or appeal on the portal
