As I said, you will have to take them to London Tribunals and risk the full PCN penalty as it is unlikely they will give way. However you must first submit representations to them, and get rejected,  before you can take them there.

Would I not be right in saying they'd need to prove I was actually stopped there?
And how long is 'Stopped'

They drove past me enabling them to record me for less than 2 seconds.

Frankly if you want to fight this one, you'll have to take them to the Traffic Penalty Tribunal with the full PCN penalty in play.  I agree it seems very unfair, and you might get a sympathetic adjudicator who could rule you were "in traffic", but it's a long shot.

A few weeks ago I received a PCN by post for having stopped on a red route (double red lines).

I had pulled in behind a car that was indicating to leave the space directly ahead of where I pulled in. In all I waited for around 20 seconds and then moved on when the driver appeared to have had a change of heart (they stopped indicating)

At some point in those 15-20 seconds, it seems a mobile camera drove past and took a 2 second video on my vehicle from the front (I can be seen in the drivers seat). At least that is what they seem to have when I logged in to view the evidence.

Is there anything I can do about this one? Honestly not a good time financially and my wife just informed me of another ticket that just came through to her for apparently overstaying in a private car park (going to post that here next)
