The kerb blips look reasonable clear and ther is one right by the driver's door, plus I assume the timeplate is nearby.

I think a polite ask for discretion is all you have on the facts.

On the facts as given here, IMO no exemption applies.

The exemption in this case is alighting/assisted alighting that is that the non-BB holder driver assisted a BB holder and young children into the park and returned to the vehicle, the PCN being issued while this was taking place. It's not uncommon for drivers of BB holders to display the BB even when it's not required simply as a precautionary measure.

I'm reading up to see if there is any possible exemption to single yellow line restrictions (especially for BB holders) but not comping up with anything.

Anyone have any other suggestions for me to research before I give up?

There is an exemption to even SYL and loading restrictions, but whether it applies depends on the facts.

Elderly father (late 80s) take the grandkids to our local park with my sister Sunday morning. He displayed a valid blue badge on the vehicle but didn't see/realise.

So, was the car parked and all occupants disembark to go to the park for a period?

Looking ahead, as the car is 2026 reg it could be leased or hired, so it's necessary to ask who is the registered keeper and are their DVLA details current.

Apologies, I had a typo which I cannot seem to edit now. Yes, all occupants left the vehicle and it was parked as in the photos, while they were in the nearby park.

My sister is the registered keeper, and DVLA details should all be correct. I don't know if it's leased. I can find out if it matters for a potential appeal?

There is a loading restriction indicated by the yellow kerb 'blips'. These are there to warn those parking that one is present, and are very important for BB holders who cannot park on a loading restriction. Your father should have looked to see if there were any blips, because he parked on a yellow line. The blips indicate that the motorist must look for the sign to find out the restrictions.

 Is your father aware of this loading restriction and its affect on BB holders ?


It's a case of him not being aware of the blips indicating additional restrictions (regardless of BB), and not seeing the signage at either end of the one-way street. He is extremely cautious when parking, and many times he'll park far away (even with the BB), so had he known what the blips indicate or saw the signage, he would not have parked.

I have to admit - I wasn't aware the blips indicate additional restrictions until this incident. Also true for the driver of the vehicle (my sister), because had she been aware, I think it would have spurred her to at least walk around and check signage, even if screaming toddlers force you to rush and get to the park quickly!

Morning Chaps.

Elderly father (late 80s) take the grandkids to our local park with my sister Sunday morning. He displayed a valid blue badge on the vehicle but didn't see/realise in addition to normal single yellow restrictions, there were further waiting restrictions in force. He feels just awful my sister has got the PCN, so I thought I'd see if an appeal could be made.

Any assistance with the appeal appreciated.
