Ok, it sounds like I don't have much of a chance here so might just leave it until closer to the deadline just to see if any images turn up, then pay it.

There are still no images on the Hounslow website for this.. that's over 3 days now. What do you think I should do about this?
Photos may not have been taken, but wait a while and look again. 

The main problem you have is the hire car. Councils reject all informal challenges, so to get a result, you'd have to take them to London Tribunals, but you can't because you are not the owner. Only if the hire company follow the process and submit their own reps naming you can you take the matter further than an informal challenge.

I suspect the reason you can't see the markings in my pictures is because it's under the car, but thinking back I should have taken some wider angle images, but I took those pictures before realising what the actual offence was.. I thought it was for not paying.

I understand the complication of it being a rental car, and a quick Google search seems to suggest that Auxillis (the rental company) might apply an admin fee on top of the fine.. which is not ideal.

Council pics may appear soon as PCN was Monday.

You can challenge at first stage but as said at the next stage the NTO is sent to the registered keeper so you'd need to check terms for PCN handling.

I can't see any bay markings in your pictures so this looks like a good case but the rental is a potential obstacle.

Having looked at your photos, there are no bay markings shown at all, so if the council have none, ordinarily, you'd have a very good case at the adjudicators. However, the fact is it is a hire car is against you because only the car owner can submit formal representations and register an appeal at the adjudicators.

Please note the legal process does not involve courts, the adjudicators are a legal body established in the various Acts and regulations.

While I understand photos might not be a legal requirement, surely it would be difficult to prove in court without them?

Photos are not a legal requirement for a PCN served at the roadside to the vehicle, it is your word against the CEO's which is a bit daft for an alleged contravention like this. If you don't show us your own photos, then it will be very difficult to give full advice. It would be unusual for no photos to be taken by the CEO for a contravention which can only be shown by a photo !  So keep looking at their website.

One major problem you have identified in your text, is the fact that the vehicle is not yours, it is a rental car. Under the legislation, the owner of the vehicle has legal responsibility for payment or appeal of a PCN. So if you want to take the matter forward, instead of just coughing-up the discount, you need to find out what the hire company conditions say about parking and traffic penalties. If you fail to pay the PCN, they will receive a Notice to Owner. They can submit reps stating they are a hire company and giving your name and address, and the council can then cancel that Notice to Owner, and serve one to you.  However, many hire companies don't do this, they just pay the NtO, and off-charge to the hirer. I suspect you are not the hirer, it will no doubt be the insurance company, so things could get very complicated !

At the time, I was driving a rental car that was significantly larger than my usual vehicle. My own car had been written off the previous week after being hit by a drunk driver, so I was still getting used to the size and dimensions of the rental.

When I arrived on Dolman Road, there was a long stretch of empty parking bays. I drove along the road and chose the first available bay. As shown in the satellite image (https://maps.app.goo.gl/8pCog8DcWErpddNE9), this bay is adjacent to a small section of pavement surrounded by bollards.

Because I was still unfamiliar with the larger vehicle, I was cautious about getting too close to the bollards and was also conscious of leaving enough space in case another vehicle parked closely behind me and blocked me in. I therefore left a gap between my car and the bollards, believing that I was parked appropriately given the road was empty and I was only going to be away for an hour.

After parking, I opened the parking app, paid for two hours of parking (over £7!), and then left the vehicle.

Nearly 36 hours after, the Hounslow Council website is still not showing images of the offence.. so I'm hoping that means there aren't any!
