By whom of what?

Are you saying that you have a PCN or just that you don't think the signage is up to scratch but no PCN is involved, yet?

In what  way do you think the signage is inadequate ?

I see a marked out bay for a single car with another bay at one end, with the double-dashed line marking the bay boundaries, and a double-yellow line at the other end. There is a carriageway marking, with the word "disabled", but not in good condition. In addition, the sign for the bay is there and clearly says "disabled badge holders only".

What could be criticised is the mounting of each sign for the bay. The other bay sign is near to the disabled sign, so in circumstances like this, the two signs are recommended to be mounted sign-by-side on a single pole, with arrows indicating applicabililty.
