Sounds like your best bet is a polite ask to settle at discount as the PCN wasn't there when you returned to the car. At £25 this would be the lowest penalty in the UK.
You've blanked the VRM so we can't check the pics.

Yeah there are pictures of the car at the location and of the signs, it's a parking area along the side of the road. There is a picture with the PCN on but only one and as mentioned it wasn't there later that day. Should I upload the images?
Honestly can't give a good reason for lack of payment, a lot of stress lately with a bereavement and I'm not always functioning at a good level.

Are there any photos on the Council website showing the contravention, could you confirm the reason for no payment being made?

PCNs going astray is commonplace, so appeals are not won on that. It is the reason an NtO is sent to the owner, who has legal responsibility for PCNs, (payment or appeal).

Hi,
The registered keeper of the vehicle received a Notice to Owner regarding this contravention. It states that a PCN was issued by a civil enforcement officer however there was no PCN on the car at the alleged date of contravention.
