Have you actually got a PCN (or several)?  Is this the gate on the carpark you are having trouble with?

My local gym has 2 hours free parking with 20 minutes grace period. Lately the gate does not open on exit after entering code. This is a reoccurring issue and the driver has to leave and go up to the gym to get workers to assist. Is this valid grounds to appeal?
