Contravention: Code 16 – Parked in a permit space or zone without a valid permit
Location: Tanners End Lane N18 (SEED CPZ)
Current stage: Informal challenge rejected. I am trying to decide whether to pay the discounted amount (£80) or continue to the Notice to Owner stage.
Hi everyone,
I’d really appreciate some advice as I’m unsure whether I have a realistic prospect of success if I continue.
I’m not disputing that there was an event on 17 June 2026. My concern is whether the restriction was adequately conveyed and whether I acted reasonably.
Before parking, I noticed the sign stated:
Permit holders only (SE)
On event days
Noon – 9 pm
The sign did not explain how motorists were expected to determine whether an event day was in operation. There was no QR code, website address or instruction to check Enfield Council’s event calendar.
Because I wanted to comply with the restriction, I checked the official Tottenham Hotspur Stadium website immediately before parking. The website showed the next event as Gorillaz on 20 June 2026, so I reasonably believed there was no event on 17 June and parked. I have attached the screenshot I took on the day.
After receiving the PCN, I revisited the area.
I noticed that some roads further away from North Middlesex Hospital have additional signs displaying the next event date. However, I did not drive past any of those signs.
I entered Tanners End Lane, which is a dead-end road, and I have not been able to identify any similar signs at the entrance to the road or within the road directing motorists how to determine whether an event day was in force.
I challenged the PCN explaining that I had actively tried to comply with the restrictions and had relied on the official Tottenham Hotspur Stadium website.
Enfield rejected my challenge. Their response states:
“There are 15 ways you can find out when the next event is on at Tottenham Hotspur Stadium.”
My difficulty with that response is that the roadside sign doesn’t mention those “15 ways”, doesn’t direct motorists to the Council’s website, and doesn’t explain where event information can be found. Had the official Tottenham Hotspur Stadium website shown that an event was taking place on 17 June, I would not have parked there.
I’m therefore looking for some experienced opinions before deciding whether to risk the additional £80 by waiting for the Notice to Owner.
My questions are:
1. Is there an arguable ground that the restriction was not adequately conveyed because the signage doesn’t explain how motorists are expected to identify an event day?
2. Has anyone seen any London Tribunals decisions involving the SEED CPZ or similar event-day parking zones?
3. Does Enfield’s response adequately deal with my representation, or is it simply a standard rejection?
