Hi all i receive a PCN last week in regards to a school street in maynard road e17
i did not see the sign as it was blocked by an  UNSUITABLE FOR HGVs sigh which was on the right side and the left sign was covered by leaves or branches
i would like to know if i can challenge the PCN
