If it passes scrutiny, then all you'd be doing is making reps on behalf of VWFS.

But you cannot sensibly do this because you know NOTHING about the matter.

Based on your account, I would write back to VWFS promptly and tell them:

They have sent the Third Party Authorisation letter to you in error because you did not take possession of and become liable to VWFS under your lease until ** on ***, whereas the alleged contravention occurred at ** on ***.

Unless VWFS make reps themselves or a competent Third Party on their behalf no later than 8 July then the authority may disregard any submission and increase the penalty by 50% to £**.

The PCN to VWFS is dated 05/06/2026. I received the letter from VWFS today (19/06/2026), letter is dated for 18/06/2026. They've provided me with a Third Party Authorisation Letter.

Alleged Contravention Date is 29/05/2026.

They have form for this incompetence:

I assume I still have to submit representations or should I wait for something to be sent in my name by Enfield Council before I do anything - or can I just submit reps stating that I was not the driver at the time, here is my delivery note showing the time that I signed for the car and then see what happens?

As the PCN is not addressed to you and as far as we know VWFS have not notified the council that you are permitted to respond on their behalf then you cannot make representations.

We need the date of issue because this tells us how much time VWFS have got before they miss the opportunity to make reps.

Dear all,

I have received a PCN through the post that VWFS have forwarded on to me. It is a contravention that happened on the day the car was delivered to me however I was not the driver at the time. I have a copy of the delivery note of when I signed for the vehicle which shows that I signed for the car after the time of the contravention.

I assume I still have to submit representations or should I wait for something to be sent in my name by Enfield Council before I do anything - or can I just submit reps stating that I was not the driver at the time, here is my delivery note showing the time that I signed for the car and then see what happens?

Any help will be much appreciated.
