Looks OK to me - they’ll reject it, POPLA probably will, but you’ve got the basis of a defence for a court claim already and UKPC seem to use DCB Legal who usually discontinue rather than pay the court fee.

Dear Sir or Madam,

I am appealing this Parking Charge Notice as the registered keeper.

The Notice to Keeper fails to comply with the requirements of Schedule 4 of the Protection of Freedoms Act 2012 and therefore keeper liability cannot be established.

Firstly, the Notice to Keeper fails to comply with Paragraph 9(2)(a) of Schedule 4. The notice specifies only a single timestamp (“30/05/2026 at 15:42:45”) and does not specify the required “period of parking” to which the notice relates.

Secondly, the Notice to Keeper fails to comply with Paragraph 9(2)(b) of Schedule 4 as it does not contain the wording required by the legislation regarding the parking charges remaining unpaid by the driver.

As the Notice to Keeper does not comply with the mandatory requirements of Schedule 4, you cannot transfer liability from the driver to the keeper.

There is no legal obligation upon me to identify the driver, and I will not be doing so.

In the circumstances, please confirm that the Parking Charge Notice has been cancelled. Should you reject this appeal, please provide a POPLA verification code so that the matter may be referred to independent adjudication.

I look forward to your confirmation that this Parking Charge Notice has been cancelled.

Oh that’s good to hear, there are multiple failures of compliance.

Would anyone be kind enough to draft an appeal which I can copy into my appeal? Please.

It also fails PoFA Schedule 4 Paragraph 9(2)(b) as the notice fails to specify that the parking charges have not be paid in full which is the second part of the sentence set out in the legislation.

There is no “period of parking” for starters.

Hello all

I have received ntk today few minutes ago in the post for driver parking in a disabled bay on the 30/05/26. There is clear signage for the blue badge holder bays.

I’m not sure as the keeper if I can appeal based on this ntk being non pofa compliant?
