Hi, after some advice please.
On 30/05/2026 my dad drove to Southend Airport and stopped in the Express Pickup/Dropoff area, which charges £8 for 10 minutes. Whilst stopped, a parking attendant came over and told him the camera system wasn't working and that he didn't need to pay. My dad asked for his ID, and the attendant showed it, proving he worked there. It was captured on my dad's dash cam, but unfortunately the audio isn't clear. You can hear my dad's side of the conversation questioning him about it.
My dad didn't pay the £8 charge, and on 06/06/2026 he received a PCN for £100. He has already sent an appeal showing still images of the worker from his dash cam, and has also complained to Southend Airport customer services.
I doubt they will allow the appeal, as it would become his word against the worker's, but I'm sure I heard something about some airports being on land which is under statutory control. How do we work out if this applies here?
