No, nothing mandatory. They'll no doubt have an observation policy but that's to observe for exempt activity.

Looks like you've just been unlucky but we'll check the PCN.

Set to public now. I parked outside my dentist, went inside to get a form and came back out and the ticket was there. I thought there was a mandatory 5 minutes observation period I was gone for less than

You need to set pics to public.

And what's the story. All you are telling us is you got a PCN that seems to be properly served.
