@stamfordman yes, if you click the google drive link, in the NoR letter the LA have supposedly gone out on the same day and taken photos of the sign.
You can see from the images the black residue is visible which obscured the sign

I was working in the area and recognised the multiple pedestrian prohibited turns all around the area. This specific sign when approaching was obscured with black graffiti or paint. Hence why i made the specific left turn, I was unable to confirm the signs, not clear adequate signage.
I made this clear during the appeal process, which the LA haven’t called out explicitly but provided photos and surprisingly photos taken of the sign and date stamped it as the same day the alleged contravention occurred!
By the time I received the PCN (cctv) by post and returned the sign still had some paint on it but looked like the weather rain or a scrub had reduced the obscurity.
I want to take this forward as the evidence provided by the local authority, I want to challenge it given the time stamp isn’t on the photo provided so it could have been cleaned by staff and photo taken on the same day later on the day. Or more seriously, it isn’t authentic, I’d like the digital copy to check the metadata location and time of the photo was taken?
