Another issue I have seen is I cannot access the ticket details via Redbridge which includes the photographic evidence.

If you go to the payment page for the PCN the details are in there.

I am already at tribunal stage. I have the rejection for the NTO and windscreen PCN but cannot locate my challenges or the NTO.

What happened was, I parked on a double yellow with my wife. Although a blue badge holder, I did not realise there were curb restrictions also. My wife 2 days prior was given a prognosis of months following progression of her cancer at age 30. We decided to go out for a meal and so i parked nearby as her mobility is very poor and requires a wheelchair. Not saying this allows us to park there, but I didn't think at the time with faffing around with the wheelchair and general situation. This was my challenge.

It was rejected. In my NTO challenge, I stated that the windscreen PCN do not properly conform to regulation 9 penalty charge notice requirements, https://www.legislation.gov.uk/uksi/2022/576/regulation/3, 3(1)(c): that if a notice to owner is served despite the representations mentioned in sub-paragraph (b), representations against the penalty charge must be made to the enforcement authority in the form and manner and at the time specified in the notice to owner. The pcn says:

"If the penalty charge is not paid before the end of the period of 28 days beginning with the date on which this penalty charge notice was served, a notice to owner may be served by the enforcement authority on the owner of the vehicle. A person whom a notice to owner is served will be entitled to make representations to the enforcement authority against the penalty charge and may appeal to an adjudicator if those representations are rejected.

Once a notice to owner has been served, representations must be made in the form, manner, and time specified on the notice to owner."

This was also rejected, stating the wording is there. I am not sure I agree that the PCN contains the wording "despite representations mentioned in sub-paragraph (b)" (I know it doesn't need to be exactly that but something along those lines).

I am correct or wrong here?
