These notices are not generally enforceable but you may have to jump through a few hoops.

The owner of the vehicle was issued a Charge Notice for 46) Stopping in a Zone Area where stopping is Prohibited.

Unfortunately, due to the lack of a decent postal service the notice arrived after the 14 days to pay the reduced charge.

Is there a way of disputing this charge altogether? Appreciate that there is only a few days left before the actual 28 days is up and so time is of the essence.

The driver was dropping a passenger at the free parking (waiting) area and went past it as it was early morning and in dim light. The driver braked to reverse and then drive in to the waiting area but when stopped to do so the passeneger suddenly jumped out and stated that they would walk from there. The passenger getting out took about ten seconds at which point the driver drove away.

It seems a bit stretched to be stung for £100 at that time of day when no other traffic is about and the car wasn't parked, although it is for stopping and not parking that the notice is sent.

In the images there doesn't appear to be any red double lines.

Due to the limited time before the end of the 28 days does anyone have any idea what the best course of action is?

Pay up and avoid the aggro or appeal?

Not sure how to post images, but have the NTK and images.
