IMO, I suggest you make contact with a view to setting up a payment plan to pay the £395 on behalf of the registered keeper. If the debt is not paid their goods could be seized - if the vehicle is on the highway then this could be immobilised until the outstanding sum is paid. Please see the Bailiff Fee Regs here:

IMO, the only possible opportunity for the keeper is under the 'vulnerable debtor' classification, but this would no doubt require evidence to substantiate and is well beyond my knowledge.

I’m hoping for some advice regarding a sticky problem.
My partner has a camper van which won’t fit on her drive, and the road outside her house is restricted to 3h parking during working hours. As such I have appealed to the council to grant her a residents’ parking pass, which they have declined on the basis of the van being too big. Despite it being the only vehicle she has and being entitled to two car sized permits (a space longer than her van) they still declined it.
As such she has had multiple parking fines which I have settled for her. One however has slipped through the net. The original fine in December 2025 was £50 say but I forgot to pay this (we both have severe ADHD and this can happen). Since then we’ve had two letters (see below) demanding £160. We’ve had a lot on our plate of late and these again slipped our mind. A man arrived from CDER today but fortunately we were both out. He called her up on her mobile, and then posted the red letter below.
My partner was very shaken by this as she suffers with PTSD from being **** several years ago. A loud, aggressive man demanding money off her and with access to her address and phone number has really knocked her. I am annoyed because the council have my email address and they could have emailed directly.
I’ve now parked her van at my house whilst I try to deal with this. Any advice on what to do would be greatly appreciated.
