Actually, there is no register of owners, you’ll be the registered keeper which is not necessarily the same thing.

Generally, we advise ignoring DCBL, but what’s the reason?
You should issue a Subject Access Request to the parking company/companies to obtain all the information they hold on you, including the original Parking Charge Notice.
It would not be unusual if the original PCN was sent to your V5C address, but DCBL has now worked out that this isn’t correct.
You should provide details with the caeveats noted in the “read this first” post above. People who redact too much can’t get the help they need.

Hello, I've received a couple of notices that have got me panicking and would really appreciate advice on the best way to approach this.
Both letters are for alleged contraventions in February 2026 from different companies and for different locations - one states "vehicle remained on private property in breach of the displayed T&Cs", the other states "exceeded maximum stay period ANPR".
One notice is for £170, the other for £125.
Both letters state they "previously wrote to you at a different address but did not receive a response. We therefore utilised a tracing service which indicated this is your current address" etc.
They state I am "no longer able to appeal the parking charge unless you have extenuating circumstances" and have 14 days from the date of the letters to pay.
It is possible that more of these notices may be sent to me for possible occurrences in the months since February. I don't know if it's advisable for me to go into more detail regarding this?
To be clear, I have not received any communication regarding these matters prior to today. I believe they must have sent things to my previous address - I moved around 5 years ago, however I can't locate my V5C logbook so I'm not sure if my address is out of date. I thought I had one but can't find it and can see I'd need to pay £25 for a new logbook.
The idea of needing to pay all this money is sending me into a spiral. Please please help.
