Title: Re: Epping Forest District Council, contravention 86 – Parked beyond the bay markings, Sainsburys Car Park
Post by: H C Andersen on December 09, 2023, 08:06:03 am

The council has chosen to mark the vast majority of bays with hard kerbs and white lines. In your case they expect you to know that 2 kerbs good, three kerbs bad!

If they want to limit parking to bays marked with one or more white lines then IMO they need to say so.

Does the noticeboard state this?

As an aside, earlier Streetview imagery, such as this from 2009 (https://maps.app.goo.gl/vJScXXC8ZKG524LP9 (https://maps.app.goo.gl/vJScXXC8ZKG524LP9)) shows where the OP parked to have previously been a trolley park, but it's lost its shelter at some point.

Obviously we don't know how full the car park was when the OP arrived, but the markings on the actual bays in that area appear to be clearly visible, even in the dark.

If that is complete to the best of your recollection that will have to suffice. THe experts here will try to judge how well (or not) the council considered your challenge, dealing with the points you raised.

Please to post a copy of your challenge.

How do I find this? It was a webform that I submitted where I submitted the photo of my parked car and said that I don't believe to be outside of a marked bay. I also said there's no signs posted that suggest it's not a space and there's no markings saying not to park there. I don't have a copy of what I submitted though as it was a web form

I parked in the Sainsburys Car Park for the full day (and paid for the ticket). When I returned to my car, I had a parking ticket saying that I was parked beyond bay markings. The signs in the car park just say you need to be parked within a marked bay, but don't define what a marked bay is and the kerbed bay that I was in looks like a parking space with no signage saying differently.
