The video does not show the car passing any signs in the direction of travel. This aspect has won appeals in the past at London Tribunals, because the council is then obliged to show that signs were in place on the day of the alleged contravention. The downside is that going to London Tribunals means the discount option is lost.
There have been 21 successful appeals for this location since Jan 2024, but the last one, almost identical to your circumstances in that the signage was the issue was in December 2025

Of course the council may have taken steps to improve their evidence and its presentation, but you'll only find out if you take them to London Tribunals. The council will almost certainly never give way, so it's this or pay he discount. Note that you first have to submit representations to the council and be rejected, before London Tribunals will accept a case.

The driver was using a relatives car. They are not from London and were in the area looking for somewhere to park after dropping their daughter off at hospital. Obviously not observant enough.
