SAR submitted to Gemini, anyone know how quick they are, or do they usually drag it out to the full month?

Hello All,
Today (16/05/26) I (the registered keeper) received a letter (dated 11/05/26) from Debt Recovery Plus saying they have been instructed by Gemini Parking Solutions London Ltd, requesting £170 for an unpaid PCN. This is the first I have heard of the PCN, with no letter received previously. The letter has PCN reference, date of Parking Charge (03/04/2026), location (Rivermead Leisuire Centre, Reading, run by Better/GLL) and reason (Failure to Pay for Duration of Stay).
Speaking to the driver (not me) it seems they possibly did overstay the 3 hour free period by 10 mins or so, and didnt pay the required top up fee.
Before reading advice online i did call debt recovery plus to point out i never recieved the PCN and what are the details, they basically said they didnt care and makes no difference, pay up. The only extra information they would have got out of the conversation would have been my phone number, and i just said i would do some research on the situation.
The driver is not adverse to paying the £60 (assumed based on the letter) original PCN (although that may not be what some people would agree with), but the £170 just because I never recieved the PCN due to Royal Mail being crap (checked address of V5C and it is correct), or worse Gemini never sending it is irksome.

Whats the best course of action here? I guess SAR to Gemini to get the original PCN, but then what? If it is all valid and Royal Mail just lost it (which I obviously have no proof of) is there any recourse?
