It would be best for you to be the registered keeper but bailiffs can't clamp or seize a Motability car or one with a blue badge so this PCN is going nowhere for Hackney.

They are just asking for the keeper's permission for you to make reps but possibly they didn't understand what you sent them.

You must get the reps sorted to stay in process. (Or pay, but that looks unreasonable.)

Was thinking of asking Motobility to transfer the car ownership to me, as it was with the previous car ( not sure why it's now in my daughter's name). Then they can still pursue payment from my daughter, but the car will be safe.

That's ridiculous.

Can your daughter sign/write her own name?

Do a letter from her giving you authorisation to make representations with her name and signature at the end.

Take a pic of it or scan it or add the signature as a pic to the file and send it to them.

I take it the letter is addressed to your daughter!

This is a loophole in the Motability scheme. See this:

Unfortunately, this is what they are doing. I have sent a copy of the blue badge and the old permission from the council to drive on Church Street, but as you can see from the letter attached, they will not speak to me unless I have a written authorisation letter from my disabled 9-year-old daughter. And looks like I ( daughter) have lost the discount and will have to pay £160.

I think Hackney will probably cancel the PCN if you explain the situation and apply to transfer the exemption to the new car.

They can hardly pursue a 9 year old!

Hi All

This is a PCN for entering Stock Newington Church Street. It's a new mobility car registered in my disabled child's name. She is 9, and the PCN is also on her name. I was driving on this road for a couple of years, as I had received a special permit from the council to use this road.  When I got my new car in March this year, I changed on the Hackney council website the car details for my STREET PARKING PERMIT. I assumed this would automatically update, as well as the entry into Church Street.
Is that a good defence? Whoa about the fact that the pcn is in my disabled daughter's name?
