Doesn’t matter who gets the photos, driver passenger or Good Samaritan. Unless someone gets them, we won’t be able to give informed advice.

OP, I'm struggling with this:

Entered car park: 1.30pm
Exited car park: 7.02pm
4 hours' free parking until: 5.30pm
The driver went into the cinema to watch a film, and tried to text the number given for the link to pay, phone had no signal- text wouldn’t send.
Tried to pay at: 3.15pm

1. What film lasts 5 hrs 30mins?(entry to exit)
2. What film lasts 2hrs 15mins(free parking period left after first attempt to pay)
3. What was driver doing between 1.30 and 3.15?
3. Films, incl trailers, last an advertised length of time.

OP, there's more to this account than we're being told - normally this wouldn't be necessary but as you asked whether the unfortunate situation of not being able to get a signal could be a defence I've tried to put this in a context. And failed.

No need for you to go to the site to get photos, get the driver to go.

No signal where?  Inside the cinema?
 
If so wouldn't your argument be like saying "I couldn't buy a ticket as there was no ticket machine in the cinema" in a situation where it was pay by cash?

The signage is likely to be crucial in determining whether you can defeat this charge. Can you go back and take photos (being sure to spend less than 4 hours doing so)?   We need to see the sign (if any) at the entrance to the car park and a sign which details the hours of parking and the consequences of overstaying.

There is at least one showing outside the cinema on google maps. Not particularly readable though.

The sign doesn’t say anything about a parking charge for overstaying. In order for the parking charge to be enforceable it must have been properly notified to the driver on the signage. Are there other signs that you didn’t show us?

Hi there, I have recieved a parking charge fine to my car. At this shopping centre, it is signed as free to park for 4 hours, until 6pm and then free thereafter. So, altogether based on the fine, my car was there 30 minutes over the “free” limit.

The driver went into the cinema to watch a film, and tried to text the number given for the link to pay, phone had no signal- text wouldn’t send.

There is a screenshot of this text message taken at the time it wouldn’t send, with the no signal bars visible in the top corner of the screenshot.

I was wondering if there were any grounds based off the text or anything amiss on the actual notice for me to contest the charge?

I have one image of the parking sign which I can post if required. I am unable to get any further pictures of the parking signs as I live 3/4 hours away from said car park.
