Apologies, I should have included that! The V5C was up to date with my new address, as I sold the car not long after and I had to make sure the address was correct on the V5!
Yes, but was it updated before the council requested you name and address from DVLA shortly after the contravention date ? Once this is given by DVLA, is is used for all subsequent statutory documents.

First thing you have got to do is try to get this re set the the PCN stage but to do this you need to submit an application to file a statutory declaration out of time and the said declaration to the effect that you did not receive the PCN
The council can object to this so the reasons have to be very compelling as to why you did not receive the PCN so fill in all dates

But from what you say, you didn't update your V5 Registration Certificate for the car, why ? Is it still out-of-date ?
You could try submitting an out-of-Time Statutory Declaration, but I don't think it would be accepted due to the V5 being out-of-date, assuming that is the problem.

Hi all,
So I received a threatening letter today from an enforcement company over a PCN owed to my council (Warrington Borough Council - England). This was a complete surprise and not something I was aware of previously. Not many details other than it related to a car I sold about 12-18 months ago.
I called the enforcement company and they stated that it related to an unpaid fine for driving in a bus lane in February 2021, again ..something I was unaware of previously. I've paid the full amount because the letter said they'd be sending their lovely agents round if not paid by midnight tonight.
I've now seen the evidence on the council website and can't dispute, I owned the car on the date it happened and it is clear as day being driven in the bus lane. My issue is, I wasn't made aware of this until this letter from the enforcement agency today. I rang the council and they apologised it took so long but they put all fines on hold because of COVID. They didn't take me on when I mentioned COVID was the year before the fine was incurred but whatever.
They then said that they had been sending letters to my old address, which I A) notified the council of when I moved and B) I had a mail forward on with Royal Mail for 12 months after I moved so I should have received the letters but did not.
Is there anything more I can do or do I just accept the £174 fine?
