Dont pay the CC or it's game over. I suggest you check bank statement to see if payment left your account. If it did, then wait for the council to register the debt and send you an Order for Recovery, then submit a Witness Statement or a Statutory Declaration that you made payment, which one depends on the PCN, so please post all documents.

I recently got a PCN. Felt very unjust given circumstances but my representation got turned down. Decided best to pay the £80. However appears my online payment never reached the Council and now have a Charge Certificate for £240. Checked with my bank and they confirmed they authorised my payment. I'd not realised payment had not gone through. Really stuck as to what to do now! It's a huge payment. Can't get through to anyone at council to get a bit of leniency. Anyone got any advice?
