They aren't outside the limit because they took 6 or 7 weeks to cancel the ticket and issued a new one straight after

I checked the London Local Authorities and Transport for London Act 2003 and they only have 28 days from when they cancel the previous PCN to issue a new one.

My leasing company told them that I am liable on the 17th March, and the council only cancelled and reissued to me last week.
If they are over the 28 day limit, then you should now submit reps that the PCN has been served out-of-time, and is therefore void.

8 weeks from when ?

The first PCN allows the recipient 28 days to submit representations, then the council will take a few days to cancel it and serve a new one on the party nominated by the lease company. The council have 28 days to do this.

Not much one can say about the actual contravention other than their video does not show you passing any signs for your direction of travel.

The alternative is a 'technical' appeal based on Harrow mismanagement of the enforcement process.Hippocrates is much more expert than me on these, but they stand alone and are not related to the alleged contravention.

On 05/03/2026 I accidentally went through the bus gate on Camrose Avenue. Harrow sent a PCN to the leasing company, who notified them on 17/03/2026 that I am responsible for paying the PCN. I received the ticket today, which was dated 01/05/2026. I have dashcam footage if that helps, but for now I am just sharing the PCN to me and my leasing company, as well as the evidence on the website.
