I'd suggest a plea for leniency from the enforcing authority is your best bet.

Now I've seen the back of the ECN, it reminded me I'd seen one of these before where they refer to the service of a Notice to Owner, which is not part of the Royal Park regulations and is therefore complete tosh; in fact most of the back of the ECN quotes stuff as if it were under the Traffic Management Act 2004, thus showing the complete ignorance of NSL of the regulations. Under the regulations, the driver has responsibiity not, (like the civil PCN regime) the owner.

The ticket says on its front: Use sticker on back to attach to inside of windscreen.
Similarly(according to GSV) so do the traffic signs in Chester Road.
You obtained a ticket from a machine which I suspect carries a similar message.
The offence is not displaying the ticket.
In enforcement terms display of a valid ticket signifies that payment has been made and payment is what they're interested in.
IMO, you're on the brink of working yourself up as if there's a conspiracy of events and agents against you, but IMO there's no reason to do so.
To date you've received an ECN because at the time you had not shown that you had paid. That's it IMO. Don't ascribe all sorts of motives to NSL, you had not shown that you had paid, which you acknowledge.
Hopefully your email enclosed a clear copy of the ticket and was balanced as regards its comments in which case you give yourself the best chance of success.

I’m quite surprised that this information is accessible — I’m not sure how that is possible.
Regarding your question, I did not display the ticket. I didnt even know I should leave it on the car. My point, however, is that I ended up receiving an £80 penalty for a service I had already paid for. I paid the parking fee, but the fine is solely due to not displaying the ticket.

The first question would be where did you display the ticket, it doesn't appear obvious in the picutures.

I sent an email to the address provided, but received an automated response indicating it may take up to 15 days to hear back. From what I’ve seen publicly, responses don’t always come through, which has left me feeling a bit uncertain about how to proceed. Additionally, I’m also concerned that, during this waiting period, I may miss the opportunity to pay the discounted amount (£40 instead of £80). I am trying to explore all possible channels to submit an appeal, but it appears there are limited options available.

Well, it gives you both an email address and a postal address that you can write to, so I don't understand your statement that "I am not sure what else I can do at this stage": why don't you just send them an email with a copy of the pay & display ticket attached and explain what happened?

Thank you for your responses.
I have tried calling several times today, but no one has answered. There is also an automated message stating that appeals cannot be made by phone. At this point, I am unable to access the website to either pay the fine or submit an appeal, and I also cannot reach anyone by phone to ask for guidance. It is extremely frustrating.
As a test, I tried the automated phone payment system, and it did recognise my ECN number (which website cant find it) and proceeded to the payment stage. I did not make the payment — I only checked to confirm whether the system could locate the fine.
To be honest, I am not sure what else I can do at this stage.

IMO, just contact them by phone, explain your situation in as much as their online 'appeals' function isn't working and ask what you should do. I wouldn't discuss your detail because usually challenges cannot be made over the phone, whether ECN or PCN.
As it stands, you have posted a ticket with your VRM which was valid at the time ECN was issued.
But the issue isn't whether you had one, it's whether it was displayed as required.
Do you have any photos showing it in situ at the time?
Do they have photos showing the contrary, you might ask them?

As I understand it, ECNs like this come under the criminal law, which means if you don't pay, they can prosecute you in the courts. You can see the regulatioins at the top of the ECN. From a quick look, it seems the basic regs are at the top. The amendment regulations basically increase the parking charges and the excess charge, because there is no other mechanism to increase them.

Thank you for your reply. Interestingly, I can’t find the correct place to upload or post the image here. Regarding the parking charge, the notice number is RK20424294, and it states: “not displaying a valid ticket".
