What should I include in the representation against the Notice to owner

Reasons
It is clear from the photographs presented in evidence by Mr O'Sullivan that the permit holder only time plate shown in the CEO's images is attached to a post adjacent to a different parking bay from the one in which Mr O'Sullivan's car was parked. There is a short stretch of yellow line separating the bays and it is also clear from the photographs that there was no signage for the bay where Mr O'Sullivan's car was parked. The Council cannot enforce a PCN in reliance upon a sign for a different parking bay. I find that there were no signed restrictions for the bay where Mr O'Sullivan's car was parked and I allow the appeal for that reason.

Thank you for your letter regarding the above Penalty Charge Notice, your comments are noted. The details of the notice have been checked, and I conclude that the notice was issued correctly.
Your challenge has been thoroughly reviewed but has not been accepted. This decision is based on clear evidence showing that the vehicle was parked in a pay-for-parking bay without an active RingGo session at the time the contravention occurred. Your comments have been noted however as per the officers image there is sufficient signage at the location advising motorists of the restriction in place therefore the PCN must stand
On this basis the Penalty Charge must be paid. If paid within fourteen days from the date on this letter the reduced rate of £55.00 will be accepted. After this point the full charge of £110.00 will become due.
If you do not wish to accept this decision you are able to appeal further to the Councils Parking Appeals section. To do this you must wait for a Notice to Owner to be sent to the registered keeper of the vehicle at the full charge of £110.00. Once this has been received you will be required to follow the instructions given to make a formal representation.
Should your representation be rejected you will be sent a form to appeal to the Independent Adjudicator,

And thus join the Mugged Club ! How on earth does paying keep the parasites at bay ? It merely encourages them to continue with their unlawful practices.

This is hopeless for them if you are sure there was no sign by that short row of bays. The CEO has taken a pic of the sign across the road so almost certainly there wasn't.
I've attached the traffic order map that shows two rows of bay bays separated by double yellow lines on that side.
All you need to say:
The contravention did not occur as my car was in an unrestricted parking bay. There was no parking sign for this row of bays.
As the PCN has been issued in error I look forward to your early confirmation of cancellation.

and there is a sign on the side that you parked, but the cretins have put it by the bay adjacent to the gate across the street.

This bay is separated from yours by the double-yellow lines. This means the bay you parked in is in a separate set of bays that require their own sign, but as you say, there is no sign.
So you should submit representations stating that the bay you parked in was one of a group of (Nn), but had no sign with the bay restrictions. With no sign, this means the bays are uncontrolled and the PCN is therefore void, so you request it is cancelled forthwith.
The problem you will have is that Redbridge, being greedy for your money, will just send you a Fob-Off letter, thus forcing you to either pay the discount, or wait for the Notice to Owner and submit a formal representation this time. The discount is lost at the NtO stage, although it is likely Redbridge would re-offer it when they reject your formal reps. Really the only way to get a result is to take them to London Tribunals and risk the full PCN penalty. Councils know people are reluctant to do this, so they ruthlessly game the system to "encourage" payment.

I received a PCN from Redbridge council for the reason
“Parked without payment of parking charge”
However there was no signs that the bay I parked in was a pay and display bay.
On the other side of the road they had pay and display bays with a sign but nothing to indicate where I parked was a pay and display bay. The warden took a picture of the sign on the other side of the road as evidence
