The invitation for the keeper to pay, is not there.
If this is a "permit holders only"
Then there is no contract to a non permit holder.
Thank you - is there any standard wording on this point i can put in the appeal to popla please?

No “period of parking”. A time isn’t a period. A period needs a duration.

9(1)A notice which is to be relied on as a notice to keeper for the purposes of paragraph 6(1)(b) is given in accordance with this paragraph if the following requirements are met.
(2)The notice must—
(a)specify the vehicle, the relevant land on which it was parked and the period of parking to which the notice relates;

Hi are there any factual things in the attached notice to keeper which would invalidate the notice?

was also night time so maybe something about that should be included?
