Don't pay.
Plenty of time to make reps as date of NTO is 20/4/26.
Wait for others to have a look.

I wasnt sure of the status of a parking bay reserved for Zipcars ( now defunct)
I am a zipcar member ( if relevant )
Should I pay the £160 then challenge as 28 day discount period has elapsed

The council pics were taken before the PCN time of 15:30 and no pic shows a PCN served.
While pics aren't necessary it may be you can put the council to the test that it was served - if not the NTO is invalid.
Why did you park there - you were right by the car club sign.
