Managed to get an appointment at local county court today - PE3 signed, witnessed.  I will now scan and send it to TEC.
IIRC as long as I receive an acknowledgement from their email system then it is all good.

Things will percolate back through to the relevant council and they then 'restart' things as though I am just receiving the notification which I did not get the first time round.


EDIT: to add, I have received acknowledgement of receipt of my email (PE3 scan attached).

Yeah - I spoke to TEC again... the guy that I had spoken to previously had misunderstood me, hence sending the link for PE2.

I now have PE3 and aiming to get it signed and emailed in.  I used one of these before so just going to check on the procedure again.

It is really important that you don't use a PE2 form. (did TEC really send one?)

Use PE3 and include your correct current address.

Where it asks 'applicant', that is Westminster, not you.

Don't use post! e-mail the form to whatever the address currently is on the TEC website (I'm not up to speed)

If it is now registered, have you received the Order for Recovery ? Also you have a period after the OfR is dated, to submit a Witness Statement in time, and use of the Form PE2 is not needed. 

Submitting OOT is always fraught with difficulty, because the council can and will oppose it, whereupon TEC reject your WS. Yes, this decision can be reviewed by a judge, but it costs you a fair amount of money and success is no guaranteed, plus the sums are non-recoverable.

It is now registered yes, I only know because I phoned TEC

I have not received any notification in the post - but that is rather the whole problem.
This all started cause our postal system is shocking these days but this systems seems propped up on saying "oh we posted it"  ::)

It is registered now, that is what prompted the post above.  I called TEC (cause obviously cant rely on the post for this - which is what started this mess)...  TEC now have it on their system. The guy sent me the PE2 form link directly, said have til 16th July to get it back to them.

I have myself now also downloaded PE3 - I assume I will need both of them in due course, but PE2 was the one TEC directly sent me.

And finally, it is now with TEC.

The guy on the phone sent me text with the form I need - PE2 apparently, I have until 16th July to get it completed and back to TEC (that seems rather generous on the timescale if you ask me, but I wont complain).

Gives me time to sort someone at local court to witness it as I sign it  etc.  Previously I used a local solicitor but was charged £15 for the privilege.

Sorry to disagree with Incandescent, but the second-to-last para. contains far  more useful info on the procedure than the average Charge Cert and I'm not certain that an extra-procedural step equates to unlawful. Also, when was the last time we saw a council willing to take(albeit conditional) payments?

Ok, it's fine, the letter is just a debt collector intimidation letter, and in my view, illegal intimidation, because there is a legal process to be followed which does not include debt collectors at this stage, so passing on the matter to debt collectors is unlawful. That's my view, anyway. You will notice that the letter makes no mention of the facility to submit a Statutory Declaration.

So, on to debt registration, which will add £10 to the amount, and you can then submit a Statutory Declaration to get the matter reverted back to the PCN stage.

I have kept checking with TEC - still not registered.

I imagine the Councils drag their feet a bit so as to save the £10 fee which I assume comes from their budget.

Meanwhile a letter from Marstons Debt Collectors - acting on behalf of the council - the debt is still £240, so no £10 extra fee added on, not at OFR state yet.

Should have contemplated this earlier it is likely too late now, or may not be advisable - is it worth direct to council pointing out it will cost them £10, I will get it knocked back down to the original amount anyway so why don't they just offer me that now and not bother with the extra stage?  I am not contesting the ticket/PCN just the fact that is has become inflated to £240 due to DVLA and postal service being shoddy.

You need to he proactive and get the necessary forms sent off once the debt is registered - there's a limited no of days where the council must cancel the OFR - after that it is out of time and the council can reject it.


Thanks, that's the process I remember from before with a bus lane or some such in Dagenham.

Cheers, found them.... although it seems moot at this point as I am waiting for the OFR to then get it knocked back to getting the original PCN.

I am used to fighting private parking companies so this council stuff is all a bit new to me, but I did find a previous post of mine regarding a missed/late bus lane charge from Barking/Dagenham...

I had to wait for OFR to register at TEC - and use PE3 form or something.. i dont know if the same sort of rules apply with this box junction.  :-\

My issue with this is not so much the contravention on 11/11/2025 – but that this is the first I had heard of this. I received a letter (Charge Certificate) c. 16th/17th April (dated 13th April).
But have had no prior notice of this at all.


I did move house in November 2025 and I have already chased (DVLA) and had a letter from DVLA - back in January - that they messed up (lost) my address change on V5s. That aside, the first I hear about this should not be Charge Certificate where they have now upped things to £240.00
