Here is my draft appeal.

I am writing to make representations against the above Penalty Charge Notice

The PCN issued on 14 April 2026 states the statutory payment periods:

14 days beginning with the date of the notice for the discounted amount, and 28 days from the date of the notice, for the full amount.

However, when accessing the council’s online payment system, I was informed that the penalty charge would increase to £160 on Sunday, 3 May 2026.

This date is neither 14 days nor 28 days from the date of the notice. It is 19 days after the notice date and does not correspond to any statutory period.

A motorist is entitled to rely on the information provided by the enforcement authority. By presenting contradictory deadlines, the council has failed to convey the correct legal position.

I therefore request that the PCN be cancelled.

I have to say, looking at the signs and the flower boxes in your way, that I am very surprised you missed these signs. For me, based on what you have told us so far, you have no credible appeal case.

I know. Before the restrictions came in I drove down it every da so I genuinely didn't see the extremely obvious.

I recently received a PCN on one of the Low Traffic Neighbourhood roads in Streatham (Hillside Road, SW2). It’s one of those roads that was closed to cars during Covid and, frankly, feels more like a revenue generator than anything else.

I’ve been issued a Code 52. I used to live nearby and drove down this road regularly before the restriction was introduced. The closure is clearly signed in the photos, but I was on autopilot due to familiarity and didn’t register it.

You’ve helped me successfully challenge the last six PCNs, but I suspect I’m bang to rights on this one. My only hope is that there’s an issue with the paperwork.

Is there any realistic basis for appeal here, or should I just pay it?

As always, this forum is an incredible resource. Thanks in advance for any advice.
