Whilst there's no obligation to provide the same (and you shouldn't), if you are going to name a foreign driver, you would be wise to have some sort of evidence to hand in case Excel keep on pursuing you alleging an invented driver.
An example of such evidence to keep in your back pocket would be proof that the person named was insured to drive your vehicle on the material date.
Anecdotally, Iceland can be quite good at intervening in such cases, no harm in contacting them directly if the driver was a customer.

The registered keeper, in receipt of the PCN, can nominate the driver with the driver’s details, and leave them to pursue the driver for payment.
They will have no authority or court through which they can do this but, so what, their problem.

Good afternoon,
This dropped through the letterbox this morning.
The driver who does not live in this country visited Iceland and did not know that the rules had changed as he/she previously use to the car park when shopping in Iceland without registering the vehicle.
