As per title, for On street pay & display bays, does the council legally have to display terms and conditions of parking?

I ask because I've seen many streets where the pay & display machines (these had a visible sheet showing the terms and conditions of parking) have been removed and the council has put pay by app signs on lamp posts but leave the 'pay at meter' signs on the lamp posts and there is no visible terms and conditions anywhere on the street.
