I assume that there's no solid ground to challenge this PCN?

Driver mistakenly parked the vehicle in a permit holders only bay thinking it was a Pay & Display bay with a Pay and Display ticket displayed on the windshield
Driver went to their appointment and came back to find the Civil Enforcement Officer had just placed the PCN on the Windscreen of the car.

Both sides of the PCN are attached in the first post.

We need to see the PCN before digging into GSV particulars. Both sides pl, leave in everything and pl confirm who is the registered keeper and whether their DVLA details are correct(ultimately the keeper has liability).
Both sides of the PCN have already been uploaded on the first post. The registered keeper is my mother and DVLA details are correct.

If the driver is you, please tell us. It is of no consequence in decriminalised council and TfL parking bays, because the owner is responsible for paying or appealing a PCN.
What puzzles me is where you/him got the details for paying to park because it is permit parking only on both sides of the road. So where was the car actually parked ? Please use the latest GSV view to explain it.
The driver is my mom who went for an appointment. Turns out my mother called the number on the below sign near the black parked vehicle to pay, not machine pay and display ticket (I misunderstood her initially when gathering info.)

This is exactly where my mother parked the car, ironically enough, in front of the sign that states Resident Permit Holders only, whereas a few cars down there's the above sign with a contact number to pay for parking.
