The V5 is correct and I would hope that the other fine that did have all paperwork come though (date of event was a week prior to this one) would be good proof of this, and maybe point to a fault in their system.
Like you say, it is fortunate to have arrived at this stage, not later. I have not yet replied to it as I want to ensure my response is correct.
What would the next step be?
