What are your employers conditions relating to drivers receiving Penalty Charge Notices. Reason to ask is that if an informal challenge from you is rejected and the penalty not paid within the 28 days allowed, the next stage is a Notice to Owner is sent to the owner of the vehicle. Vehicle owners have legal responsibility for paying or appealing PCNs.

Hello, I am hoping for some advice on a council PCN I received today.
The facts:
I am a support worker employed by a care company
I was driving a company vehicle registered to my employer at the time
I was actively supporting a disabled client on their first visit with me
The client holds a valid blue badge issued by Vale of Glamorgan Council, valid from 01/12/2024, expiry 30/11/2027
I placed the badge on the dashboard but, being unfamiliar with this client's badge, did not display it in the fully prescribed manner
This was an honest and unintentional error — I was not attempting to park without authorisation
PCN details:
PCN Number: VG33556226
Contravention: Code 40 — Parked in designated disabled bay without clearly displaying a valid blue badge
Date: 06/04/2026, Time: 15:09
Location: Paget Road, Barry
Vehicle: SB55RVZ (Vauxhall, Silver, company car)
Issued by: Vale of Glamorgan Council / administered by WPPP
Penalty: £70 (reduced to £35 if paid within 14 days, i.e. by 20/04/2026)
Stage of case:
This is the very beginning — the PCN was issued today. I have not yet submitted any challenge or paid anything.
