I am the keeper although I cant recall getting an NTO, tried looking for it cant really find the NTO

That isn't a formal rejection - it's a rejection of an initial challenge and tells you the next stage is a notice to owner, which is the critical document and is sent to the registered keeper as per the vehicle logbook.
Are you the keeper and did you get the NTO?

You've posted the charge certificate.
Did you get a notice to owner and did you make representations within deadline according to their instructions.

Hi all,
Ive received a Westminster PCN which is now at Charge Certificate stage.
Details:
Council: Westminster
Contravention: Parked in restricted street while restrictions in force
Location: Rupert Street
I have attached all documents received so far.
I did call the council recently as I was concerned about escalation (before I had come across this forum). They advised payment at £160, however I wanted to seek proper advice before making any payment in case I have grounds to challenge this.
For context, on the day of the alleged contravention I had a punctured tyre and was dealing with that situation, which is why I ended up where I was. I've appealed before but they rejected the appeal.
Id appreciate any advice on whether there is any route to challenge this at this stage, or if payment is the best option.
