Did you move address after getting the PCN ? The council will use the name and address on the V5C Registration Certificate to send out the PCN, and for all subsequent enforcement documents unless advised otherwise.

Received the below in the mail today, had no knowledge of the pcn until now seems months old and was out of the country for the better part of last yea now have a £240 fine on my hands anything that can be done? Any help would be greatly appreciated.
