I doubt very much that wording implies there is no max stay for customers. The key wording is on the signage, that's the contract. Does that mention there is no max stay for customers, most supermarkets word it so the max stay is specifically for customers shopping in store.

I am aware of this advice re: Morrisons - but what if they don't respond in time?

If you were customer of Morrisons, the first thing you do is go to their customer service website and give them details of the PCN so that they can get it cancelled. They have a specific form for this:

Upon entering the car park, the driver found a space, parked up, spent £3.75 in Morrisons, went for a walk. Drove out of car park 2h 17m later, into Morrisons fuel station on same site, spent £20 on fuel.
On 30 March, I, the registered keeper, received a PCN through the post.
No receipts obtained (driver always refuses paper receipts for environmental reasons). Proof of both store and fuel station purchases on credit card statement.
PCN details:
Date of incident 21/3/26
Pay by 23/4/26
Amount £100
Reduced to £60 if paid by 9/4/26
The PCN says driver overstayed maximum time, but if a Morrisons customer, I can appeal - which implies there's no maximum time for customers?
I have taken no action so far and I'm open to advice, thank you in advance.
