We are really looking for you to describe your actions. i.e. did you need to leave the vehicle; where was the child picked up from, etc.
two minutes sounds entirely reasonable but we need you to explain what happened.

And lose is spelt with one 'O' btw (personal issue for me)

I believe if I take it via formal representation then I loose the 50% discount option, is that correct?

If I loose the discounted option, then I would like to know what are the the chances of success with this reason - 'picking up autistic child' (please note - based on the PCN ticket, car was stopped for approx. 2 minutes) - based on past information that you guys might know?

Pl expand on what I posted i.e. 'picking up autistic child'.

Subject to conditions, this is an exemption from the waiting and loading restrictions irrespective of whether in a CPZ or RPZ.

Yes it's an RPZ but there must be clear entry signs as examples below. The CEO has taken pics of a repeater sign.

According to the council, you were in a Restricted Parking Zone.

In case you didn't know, these are the Devil's device because they act as a CPZ but without the markings!

Therefore, if you were only this applies:

The car was not loading or unloading rather picking up an autistic child which is generally allowed with Contravention Code 02

I have received a PCN ticket with Contravention Code 02 with no single or double yellow lines and No yellow "blips" on the kerb.
I have made an appeal which was rejected the next working day.

Further evidence can be seen by using the PCN No. and Vehicle reg.

Please advise:
1) Since the appeal has been rejected, based on the grounds and circumstances, do I have chances of winning if I take it to formal representation or should I take it further for formal representation?
2) What other grounds or information can I specify during formal representation?
3) What is formal process involved in formal representation. I am aware of NTO will be sent in 28 days, and then what are the steps involved thereafter?

The registered keeper of this vehicle XXyyXXX, received a notice dated 16 March 2026 with Notice No.BK111111111 with Contravention Code 02 - Parked or Loading/Unloading in a restricted street where waiting and loading/unloading restrictions are in force

I contend that the alleged contravention did not occur and wish to appeal against it on the following grounds:
