Looks like they intended to put in a temporary traffic order but this sign isn't it in my view and the sign and a few cones isn't doing the job of alerting you to anything.
I think the sign is ahead of your car on the wall.

Hi I received a ticket today (20/03/26) from Leicester City Council that states Code 02 - Parked or loading/unloading in a restricted street where waiting and loading/unloading restrictions are in force.
PCN Number: LE33757518
Served on: 19/03/2026
Date of contravention: 19/03/2026
Time of contravention: 08:41
Vehicle Registration Number: WP18YJK
There were no signs saying it is a restricted street or any restricted parking hours.
Residents all park there, I wasn't parked alongside a dropped kerb or blocking a driveway. I wasn't parked haphazardly or on a double/single yellow line.

I've parked on Bosworth Street for the past year with no issues previously.
The only change recently is there are green temporary road barriers along Tudor Road. Bosworth Street is a side road along Tudor Road.
