I would agree with mfaiz's post. H&F know that they're on extremely weak ground, so don't wish to let appeals go before an adjudicator. Show that you know:
- They didn't give notice to TfL before making the TMO or implementing the changes: this was contrary to s.121B of Road Traffic Regulation Act 1984. H&F acted unlawfully when they made TMO 2037 and when they implemented the changes.
- It was also unlawful to erase TfL's edge-of-carriageway road markings on Great West Road and to paint new road markings on TfL's exit slip road south of the boundary between TfL's highway and H&F's highway: this lies at the northern edge of the combined cycleway/footway to the north of the eastbound carriageway.
- Because TfL controls Great West Road, H&F haven't been able to put up proper advance notice signage on Great West Road. Instead they started with dot matrix signs which they parked on the grass verge. They've now replaced these with A-boards which are much too small for the speed of traffic. There is still no "No Left Turn" sign at the junction with an Except plate listing which vehicles are permitted.
- It is well-established case law that without adequate advance signage of a restriction, no contravention occurs. In assessing whether signage is adequate, adjudicators can consider what signs could have been placed but have not been, e.g. the missing No Left Turn.
- The "flying motorcycle" signs are placed about 2m after the end of the section of road to which the restriction in TMO 2037 applies. The signs must be placed as close as possible to the place where the restriction starts, not 2m after it has ended.
I hope that this suffices.

For what its worth, I challenged this contravention and h&f cancelled it without admission. It didnt go to tribunal or court. So would definitely say appeal.

Do you drive the A4 eastbound often? An important factor is the adequacy of the advance warning signs before the turn, and whether there have been any changes since last summer..

Don't pay just yet. This is one of the worst street restrictions ever brought in by a council., What ever thick and stupid official decided this was OK clearly needs to be put in a playpen with a box of toys !
The latest GSV view shows the temporary, non-traffic, sign that was hastily put up to warn approaching motorists. This is total crap. It is clear that the council did not carry out their legal duties under The Local Authorities’ Traffic Orders (Procedure) (England and Wales) Regulations 1996

Look at Regulation 6 (1) duty to consult. No proper warning signs put up on the A40 so clearly the authority for that was ignored

I have seen this topic before, but wondered if anything has changed as I received my PCN this morning. I do not recall seeing any signage. 52M Failing to comply with a prohibition on certain types of vehicle RMV Rivercourt Rd NthBnd adj nos 17. Driving off the A4 and turning left onto Rivercourt Road. I didn't see any signage saying local traffic only and the road is no different to any other. However I now see the cameras above, but given London has cameras pretty much everywhere I didn't pay much attention to that either.
Since the last post on this which was over a year ago. Is anyone aware of new signage?
Is there any strong evidence people have used recently to overturn this, or do I pay the £80?
