generally the parking restriction goes unenforced.
I suspect that because you were parked on the corner, and therefore obstructing motorists views exiting that side street, and also were and directly alongside the double-yellow lines, they enforce in such locations. The CEO could have chosen to ticket you for the DYLs, or for parking off-carriageway. Often they use the latter because that has no exemptions.

I’ll attach here the back of the PCN. Residents are often forced to park in this way due to the surrounding permitted parking being insufficient for the number of cars, and generally the parking restriction goes unenforced.

The yellow lines control the entire road not just the carriageway so this is a rock solid contravention.
Plus you are totally blocking the footway!
That said if you post the back of the PCN we can check for flaws.

Good morning everyone,
The keeper of this vehicle has received today a council issued PCN for ‘being parked in a restricted street.’ The vehicle is parked off the road behind double yellow lines, as is frequently necessary due to a lack of parking in this residential area.
Is this case worth appealing, or is it necessary to bite the bullet and pay within the 14 day reduced fine limit?
See attached photos. Thanks for any help!
