The driver of the vehicle briefly dropped someone off at the Luton drop-off area, yet forgot to pay the charge within the 48hr period. Following this the keeper has not yet received a PCN letter (the driver does not live at the address of the keeper). It is now after the reduced payment period would have ended with still no letter. It is understood it is unlikely the keeper will be able to argue for the reduced charge, and expecting a follow up letter at some point to request full amount.

Could someone advise a course of action, or advise on a template to respond to APCOA assuming the keeper eventually receives PCN?
