There is no legal duty on them to re-offer the discount when rejecting representations. You need to tell us a lot more on what has happened since the PCN on August.

I received this congestion charge back in August last year (2025). I appealed against and lost but TLF is still charging the full penalty fee of £180 - moving to £270.

Shouldn't I pay the fee reduced 14 days regardless of my appeal?

Please help as I am really struggling financially at the moment.
